That would not be too fast, I hard mill S-7 with 6mm(.236) ball endmill everyday with a 5x dia length , spin 17500rpm's no problem. 2"00 length is getting out there but your 12k rpm's still should be in the ballpark. Data's 1525 rpm's would be waaaaaayyyy too slow especially on 4140.
